Where Surrey's Water Comes From and Where It Goes
The water in your kitchen tap fell as rain on a mountain you can see from the city, and the water that leaves your drains is treated before it reaches the Fraser. Knowing the path explains a surprising amount about the plumbing in your house.
Surrey does not run its own water source. Like every municipality in the region, it buys treated drinking water wholesale from Metro Vancouver and distributes it through the City's own network of mains to homes and businesses. Understanding that two-tier system, regional supply and local distribution, is the key to understanding who is responsible for what when something goes wrong, and why the water here behaves the way it does inside your pipes.

Three Mountain Watersheds
Metro Vancouver's drinking water comes from three large, closed watersheds in the North Shore and Coquitlam mountains. Public access is restricted to protect the source, which is a major reason the water needs relatively little treatment.

From the Reservoir to Your Tap
Water from the Capilano and Seymour sources is filtered at the Seymour Capilano Filtration Plant, the largest facility of its kind in Canada, and all regional water is disinfected before it enters the distribution system. From the regional network it passes into the City of Surrey's water mains, then through the service connection at your property line, and finally into your home's own plumbing.
Because it starts as rain and snowmelt off granite, the water is exceptionally soft: very low in the calcium and magnesium that make water "hard" elsewhere. That softness is why kettles here never scale up and soap lathers so easily. It also has a direct effect on your plumbing, because soft, low-alkalinity water is more corrosive to copper than mineral-rich water is.

Where Your Wastewater Goes
Everything that leaves your drains and toilets travels down your sanitary lateral to a City sewer main, into Metro Vancouver's regional collection system, and on to a wastewater treatment plant on the Fraser River, where it is treated before being returned to the environment. Storm water follows an entirely separate path to local creeks and the river, which is why pouring anything but clean rain into a storm drain is both a plumbing and an environmental problem.
The practical takeaway for a homeowner is simple: your sanitary lateral is a single, unglamorous pipe doing a critical job, and it is on your side of the responsibility line. When it fails, from tree roots or age or a collapse, that is a private repair, not a City one.
Where Your Responsibility Begins
The general rule across the region is that the mains in the street belong to the public system, and the service pipes on your property, both the incoming water service and the outgoing sanitary lateral, belong to you. Many properties have an inspection chamber near the property line that marks the practical handover point for the sewer.
Because the exact boundary and the location of any shared chamber vary, confirm them with the City's service standards before any excavation. Knowing where your lines run, and where your responsibility ends, is also worth doing proactively rather than during an emergency dig.

Why is Surrey's water so soft?
It comes from rain and snowmelt off granite mountains, which dissolves almost no mineral on the way down. The result is water with very little calcium or magnesium, among the softest municipal supplies in North America. Do I need a water softener in Surrey?
